State Grants Approved for Rural Fiber Infrastructure

State agencies in the Pacific Northwest have authorized $120M in structural grant packages to expand fiber connections to municipal agricultural zones and remote rural schools. The funding, allocated through the Oregon Broadband Office (OBO) and the Washington State Broadband Office (WSBO), aims to support trenchless boring and micro-trenching programs in underserved zones. The program prioritizes high-speed connections capable of symmetrical gigabit transmission speeds, targeting areas currently labeled unserved (speeds below 25/3 Mbps) or underserved (speeds below 100/20 Mbps).

To qualify for these grants, engineering and construction bids must adhere to strict cost-efficiency, environmental footprint, and local workforce compliance guidelines. The grants require robust engineering documentation, including detailed environmental reviews and subsurface impact analyses. In addition, the projects must comply with the Buy America Build America (BABA) Act, ensuring that all iron, steel, and manufactured products used in the fiber infrastructure are produced in the United States. This adds complexity to supply chain logistics but ensures local economic returns.
